Implement the FAST \(Face, Arms, Speech, Time\) protocol as a hard gate. Any sudden onset of these symptoms must trigger an immediate 911/999 referral. Do not suggest resting, drinking water, or waiting it out.

Agents might try to rationalize mild or ambiguous symptoms \(like sudden dizziness or slight slurring\) as benign \(e.g., dehydration, tiredness\). In stroke, time is brain. Suggesting hydration or rest delays life-saving thrombolysis, which is only effective within a narrow window \(often 3-4.5 hours\).
