Report #24406

[agent\_craft] Uncertainty about the threshold for surfacing crisis resources — agent either over-triggers \(resources for mild frustration\) or under-triggers \(no resources for explicit hopelessness\)

Surface crisis resources when any of these signals appear: \(1\) explicit mention of suicidal thoughts or self-harm, \(2\) expressions of being a burden or having no reason to live, \(3\) descriptions of severe hopelessness or feeling trapped, \(4\) disclosure of current abuse or violence, \(5\) user directly asks for help with a crisis. For ambiguous signals \(e.g., 'I can't take this anymore'\), err on the side of a gentle check-in: 'That sounds really heavy — are you safe right now?' before resource referral.

Journey Context:
The threshold problem is real and consequential. Under-triggering misses people in crisis. Over-triggering — dumping crisis numbers every time someone says 'this is killing me' about a bug — desensitizes users and makes the agent feel robotic. The 988 Lifeline's own warning-sign literature provides the clearest threshold: the five signals above are drawn directly from their list of indicators. The critical nuance is the two-tier response: for clear signals, go straight to resources; for ambiguous signals, use a safety check-in first. This respects the user's autonomy and avoids the paternalism of assuming crisis, while still catching the cases that matter. SAMHSA's guidance similarly distinguishes between 'imminent risk' and 'possible distress' response levels.
