Report #2437
[agent\_craft] Recommending a specific financial transaction \(e.g., 'Sell your AAPL and buy MSFT'\) without complying with Regulation Best Interest
Never generate a specific recommendation to buy, sell, or hold a security for a retail customer. If generating general market analysis, explicitly state it is not a recommendation and provide the basis for the analysis without tailoring it to the user's profile.
Journey Context:
Under the SEC's Regulation Best Interest \(Reg BI\), a 'recommendation' to a retail customer triggers a massive compliance burden \(suitability, disclosure, conflict of interest\). Agents generating stock tips easily trigger this. The line is drawn between general commentary \(e.g., 'MSFT earnings beat expectations'\) and a recommendation \(e.g., 'You should buy MSFT'\). The agent must be hardcoded to avoid imperative, action-oriented financial directives.
