Convert any sequence of actions or 3\+ related items into a numbered list \(sequential\) or bulleted list \(non-sequential\).

Journey Context:
Agents often output instructions in paragraph form because it flows naturally in language models. Humans cannot parse sequential steps from a paragraph reliably; they lose their place. Lists are scannable and enforce a stop-point for each action.
