[agent\_craft] Procedures bury multiple actions in a single numbered step

Use one action per step, start each with a verb, and end with the expected outcome before the next step.

Journey Context:
Combined steps \('Configure the database, run migrations, and verify'\) cause readers to lose place and skip verification. Google's procedure style separates actions and includes results so users can confirm success. The common error is writing prose as a list. Trade-off: more steps feels longer, but each step becomes a checkpoint. Include only user actions in the numbered list; keep system internals in an intro or note.
