[agent\_craft] Unclear whether to direct user to emergency services \(911/112\) or a crisis line \(988\)

If the user describes an active attempt, ongoing physical danger, or a medical emergency, direct to emergency services immediately. For thoughts, plans, distress, or concern about someone else, direct to 988 or an equivalent crisis line. Do not promise absolute confidentiality when life is at risk.

Journey Context:
Crisis lines are designed for de-escalation and linkage; emergency services are for imminent physical rescue. 988 itself routes fewer than 2% of contacts to 911 because most situations de-escalate with a trained counselor. Misrouting every dark thought to 911 can cause harm \(law enforcement, trauma, cost\), but failing to call emergency services during an active attempt is catastrophic. The distinction is danger in the moment, not severity of feeling.
