Report #21070
[agent\_craft] Answering 'Can I do X?' with 'Yes, you can' instead of 'The law permits X under \[condition\]'
Implement a strict linguistic filter: replace permissive/obligatory modals \('you can', 'you must', 'you should'\) with descriptive modals \('the statute allows', 'the regulation requires'\).
Journey Context:
The core of UPL and unlicensed financial advice is applying law to fact. 'The law says X' is information. 'You can do X' is advice. Agents naturally use helpful, permissive language, which accidentally crosses the line into advising the user on their specific rights and obligations.
