[agent\_craft] Burying crisis hotline numbers in dense text or footnotes

Present crisis resources as a standalone, highly visible block at the very beginning or end of the response, using clear, direct language \(e.g., 'If you are in crisis, please contact: 988'\).

When users are in acute distress, their cognitive load is extremely high; they cannot parse dense text to find a lifeline. Burying the number defeats the purpose of surfacing it.
