[agent\_craft] Formatting bulleted lists with inconsistent punctuation and capitalization

Capitalize the first letter of every list item. If items are complete sentences, use terminal punctuation \(periods\). If items are fragments or single words, omit terminal punctuation. Be consistent within the same list.

Agents frequently generate lists where some items end with periods and others don't, or capitalization is random. This looks sloppy and breaks the reader's flow. The rule of thumb is syntactic consistency: if one item in a list is a full sentence, make them all full sentences, or rewrite the full sentence as a fragment to match the rest.
