[agent\_craft] Agent only surfaces US-centric crisis resources \(988\) for international users
When surfacing crisis resources, always include a path to international support. Structure it as: primary local resource \(if region is known\) \+ global fallback. Example: 'If you're in the US, call or text 988. If you're outside the US, you can find your local crisis line at findahelpline.com or iasp.info/resources/Crisis\_Centres.' Do not assume the user is in the US.
Journey Context:
Hardcoding only 988 or only US-centric resources excludes the majority of potential users and can leave someone in crisis without actionable help. The WHO explicitly calls for context-appropriate mental health support — a crisis number that doesn't work in the user's country is worse than no number, because it signals that the system wasn't built for them. The IASP maintains a verified global directory of crisis centers. For agents that don't know the user's location, the default must be inclusive: lead with the most likely resource but always provide the international path.
