Report #15802

[architecture] Agent's vector store grows indefinitely, degrading retrieval precision and increasing latency

Implement a reflection/consolidation cron job. Periodically synthesize lower-level memories into higher-level insights, then delete or archive the raw granular memories.

Journey Context:
Storing every single tool call or state change creates noise. When the agent searches, it retrieves trivial details instead of high-level concepts. Consolidation compresses memory and boosts signal-to-noise ratio, mimicking human sleep/consolidation. Without it, retrieval degrades over time.
