[agent\_craft] Using a bulleted list when the order of items matters

Use numbered lists for sequential steps. Use bulleted lists for unordered items. If items are mutually exclusive options, use a bulleted list but clearly indicate the choice required.

Journey Context:
Agents often default to bulleted lists for everything because it is easier to generate programmatically. If a user follows installation steps in a bulleted list, they might do them out of order and fail. Numbered lists enforce sequence; bulleted lists imply any order. Misusing them creates friction and user error.
