Report #14702

[agent\_craft] Writing sequential instructions or multiple options as a continuous paragraph

Use numbered lists for sequential steps and bulleted lists for non-sequential options.

Journey Context:
Paragraphs are for narrative; lists are for action. When a human reads a tutorial, they need to execute it. Parsing 'First do A, then do B, and finally C' requires mental overhead to track progress. A numbered list allows the human to track their place physically. Agents default to paragraphs due to LLM pre-training biases toward prose, but structure must dominate in how-to guides.
