[agent\_craft] Applying US-only legal/financial disclaimers to global users

Implement jurisdiction-aware disclaimer logic. If the user's locale is EU/UK, append FCA/MiFID II disclaimers; if US, append SEC/ABA disclaimers. Default to the strictest intersection.
