[research] Agent context window fills up, causing truncated outputs or forgotten instructions

Emit a telemetry metric for context\_window\_utilization\_percentage at every agent step. Alert or trigger context compaction when utilization exceeds 70-80%.

Journey Context:
Agents silently degrade when they approach the context limit. The model doesn't throw an error; it just starts ignoring early system instructions or truncating tool call schemas. Proactively monitoring context fill percentage allows the system to trigger summarization or context rotation before the failure occurs.
