[agent\_craft] Sequential instructions are formatted as bulleted lists instead of numbered lists

Use numbered lists for sequential steps \(where order matters\). Use bulleted lists for unordered items \(where order doesn't matter\).

Journey Context:
Bullets imply a set of options or independent facts. If a user must do A then B then C, bullets force them to read linearly without the easy tracking of "I am on step 3". Numbered lists provide an anchor for reference \("I missed step 2"\) and clearly indicate progression.
