[agent\_craft] Using numbered lists for items where order doesn't matter, or bulleted lists for sequential steps

Use numbered lists only for sequential steps. Use bulleted lists for non-sequential items or options.

Journey Context:
List formatting sets expectations. A numbered list implies that step 2 must follow step 1. If a reader tries to follow a bulleted list sequentially, or skips around a numbered list out of order, they will fail. Matching list type to intent prevents logical errors in execution.
