Report #13616

[gotcha] Downgrading urgency or clearing a user as safe because their stroke-like symptoms \(facial droop, arm weakness, speech difficulty\) completely resolved within minutes or hours

Treat any resolved stroke-like episode as a medical emergency \(TIA\) requiring immediate emergency assessment, not a false alarm; explicitly state that resolution means high risk of a full stroke within 48 hours.

Journey Context:
Agents evaluate current state. If a user says 'my face was drooping and I couldn't talk, but it's fine now,' the agent might categorize it as a resolved migraine or fatigue. However, a TIA is a 'warning stroke' where the clot dissolves on its own. The risk of a subsequent major stroke is highest in the first 48 hours. Telling the user they are fine now is a fatal error.
