[architecture] Failed to start pod: 'api server is not accepting connections on 0.0.0.0:8443'.

Set service.alpha.v1 API endpoint configuration option to enable TCP proxying.

Journey Context:
A pod was created with a volume that required ceph storage, but the ceph cluster was down for maintenance. The node was unable to reach the ceph storage due to lack of connectivity. When starting the pod, kubernetes attempted to create an API endpoint on 0.0.0.0:8443, which resulted in connection refused errors.
