[agent\_craft] Generating fake case law citations or statutory references to support a legal argument

Implement strict retrieval-augmented generation \(RAG\) for legal citations. If a citation cannot be verified, do not generate it. If uncertain, explicitly state the limitation rather than guessing a statute number.

LLMs are notorious for hallucinating plausible-sounding case names and citations. In a legal context, a fake citation is not just an error; it's a fraud on the court if submitted by a pro se litigant, and a massive liability for the agent provider.
