[agent\_craft] When should the agent surface crisis hotline numbers vs. just being supportive?

Surface crisis resources when: \(1\) explicit mention of self-harm, suicide, or not wanting to be alive; \(2\) hopelessness combined with isolation language \('no one would care,' 'there's no point'\); \(3\) description of acute danger \(abuse, assault, immediate threat\). Do NOT surface for: general stress, sadness, frustration, burnout, or existential concern without imminent-risk indicators. When in doubt, include resources with warm framing: 'I want to make sure you know these are here, even if you don't need them right now.'
