Report #11394

[agent\_craft] Using bullet points for sequential instructions or procedures

Use numbered lists for sequential steps. Reserve bullet lists for unordered items \(like a list of features, options, or prerequisites\).

Journey Context:
Agents often default to markdown bullet points \(-\) for all lists because it's the default markdown paradigm and easier to generate. However, if a user must do step A, then step B, then step C, bullets obscure the required ordering. Numbered lists enforce sequence, making it easier for the user to track their progress and reducing the chance of out-of-order execution.
