Report #10589

[agent\_craft] Using passive voice in technical instructions making it unclear who performs the action

Default to active voice. Name the agent performing the action \('The system creates the file' not 'The file is created'\). Reserve passive voice only for when the actor is unknown or to intentionally soften a negative outcome.

Journey Context:
Passive voice is common in corporate/academic writing, but in technical docs it creates dangerous ambiguity. If 'The button is clicked', who clicked it? The user? The system? Active voice removes ambiguity and requires fewer words, reducing translation costs and parsing time.
