[bug\_fix] go: inconsistent vendoring detected: vendor directory does not match go.mod

Run \`go mod vendor\` to regenerate the vendor directory from go.mod and go.sum, then commit the updated vendor.

Journey Context:
A developer manually added a new dependency to go.mod and copied some files into the vendor directory, but forgot to update vendor/modules.txt. The error appeared: 'inconsistent vendoring detected'. The developer tried to delete the vendor directory and re-run \`go mod vendor\`, but the error persisted because go.mod had been manually edited without running \`go mod tidy\` first. The root cause was that go.mod was not consistent with the imports in the source code. After running \`go mod tidy\` to fix go.mod, then \`go mod vendor\`, the vendor directory was correctly populated and the build succeeded. The developer learned that vendoring must be regenerated from a clean go.mod state.
