[bug\_fix] ModuleNotFoundError: No module named 'distutils'

Install setuptools \(which now includes distutils\) using \`pip install setuptools\`, or upgrade to a version of the package that no longer depends on distutils. For Python 3.12\+, use \`pip install setuptools\` before installing packages that still rely on distutils.

Journey Context:
After upgrading to Python 3.12, a developer tried to install a third-party package \(e.g., \`scikit-learn\` or \`numpy\`\) and got ModuleNotFoundError: No module named 'distutils'.
