[research] Model answers questions about current events, versions, or docs using stale parametric knowledge

Equip the agent with search/browse tools and require it to ground time-sensitive claims in retrieved pages. Do not answer 'as of my knowledge cutoff' if a tool can fetch current data.

Journey Context:
Parametric knowledge has a cutoff and is static. WebGPT and follow-ups show that giving models search access dramatically improves factual accuracy on current questions. The failure mode is using the tool only superficially; the agent must cite the specific page and quote supporting text, not just invoke search and guess.
