[agent\_craft] Wrote code in the chat response instead of to the filesystem

Use Write or Edit for every code change; treat chat output as summary only, never as the deliverable.

Journey Context:
Code in chat does not run, import, or persist. The filesystem is the source of truth. Agents sometimes produce code blocks because it feels natural, but the user's goal is working software. Write the file first, then summarize what changed. This also makes verification possible: the file can be read, linted, and tested.
