[frontier] Lower-priority instructions \(user requests, tool outputs\) progressively override system-level safety and developer constraints during long sessions.

Use explicit message-role hierarchy \(system > developer > user > tool\), put non-negotiable constraints in developer/system messages, and re-state or gate them after untrusted tool outputs. Evaluate on instruction-hierarchy benchmarks, not just single-turn compliance.

Journey Context:
OpenAI's instruction-hierarchy work treats conflict resolution as a first-class training objective. Models trained on IH tasks better preserve safety specs in system prompts and resist prompt injection in tool outputs. Many agent builders still bury critical rules in user turns or assume the model will 'remember' hierarchy; placement and role matter more than wording.
