[research] Model fails on niche or long-tail factual questions despite being large

For rare entities and unpopular facts, always retrieve external sources; for common/popular facts, parametric memory may suffice. Use adaptive retrieval to avoid unnecessary inference.

Journey Context:
Mallen et al. show memorization strongly correlates with subject popularity; scaling mainly improves recall of popular facts and does not close the gap on long-tail knowledge. Non-parametric retrieval is most valuable exactly where parametric memory is weak.
