[research] RAG system answers a question using information not present in the retrieved context

Require the model to cite inline evidence as verbatim quotes from the retrieved snippets; evaluate attribution. If a claim cannot be grounded, withhold it.

Journey Context:
Retrieval alone does not force a model to use it. GopherCite demonstrates that quote-level evidence plus a trained reward model for support improves reliability, and abstention on uncertain questions pushes high-quality-response rates toward human baselines.
