[tooling] Proxy rotation breaks logged-in sessions and triggers account bans

Bind a single residential/ISP proxy egress IP to each login session \(sticky session\) and persist cookies/localStorage in a dedicated user-data-dir; rotate identity only after the session ends or fails.

Journey Context:
Rotating proxies per request logs accounts out and triggers 'unusual location' challenges because identity is tied to IP stability. Residential proxy providers support sticky sessions via session IDs or IP bindings. The correct pattern is one proxy session per account context plus a persistent browser profile, rotating only on failure or task completion. Free datacenter proxy lists are usually pre-blacklisted; authenticated residential or ISP proxies with sticky sessions are the practical floor for authenticated scraping.
