[research] Agent evals stay static while the agent, tools, and environment evolve

Treat the eval harness as a living artifact: use production telemetry \(failures, cost, latency, handoff patterns\) to drive updates to prompts, tools, validators, and workflow topology. Build a failure taxonomy from traces and prioritize the highest-frequency failure clusters.

The 'Code as Agent Harness' survey maps methods like AutoHarness, Meta-Harness, AHE, GEPA, and EvoMAC that consume telemetry to revise harness code, prompts, tools, and agent roles. Claude Code, Braintrust, and Future AGI all describe closed loops where production traces become eval cases and eval failures become optimization targets. The alternative is a fixed eval suite that drifts out of sync with real failure modes.
