[architecture] An agent settled a payment, contract, or code commit before anyone verified the judgment behind it
Insert a verification-native clearing step: before any consequential action executes, produce a structured admissibility report that cites evidence, states assumptions, and exposes confidence; gate settlement on the report, not just the agent's recommendation.
Journey Context:
Authorization and payment rails check identity and funds, but they do not check whether the agent asked for the right thing. A verification layer produces evidence that the proposed action satisfies the obligation before settlement. RAILS frames this as a clearing layer in the agentic stack, separate from models, tools, and payment protocols. The tradeoff is added latency and engineering versus avoiding 'valid' transactions that still harm the user because the underlying decision was wrong.
