[frontier] Auto-compaction silently drops identity-defining instructions that are not repeated in the current turn

Move must-remember identity rules into project-root CLAUDE.md or unscoped rules; write task state to structured handover files before compaction; after compaction, ask the agent to re-read those files rather than trusting the compressed summary.

Journey Context:
Claude Code triggers auto-compaction around 85% of the context window \(see issue \#65585\). The summary preserves task-facts but compresses away soft constraints like 'never claim deployment success without verification.' The canonical 2026 workaround is the rotation pattern: detect pressure early, write a structured ROTATION-HANDOVER.md, clear the session, and reload the handover. This treats identity as durable file state, not conversation state.
