[research] LLMs give outdated answers for time-sensitive facts because their knowledge is frozen at training cutoff

State the model's knowledge cutoff; for post-cutoff or rapidly changing facts, retrieve current sources and include the retrieval date. Do not present training-time answers as current without verification.

Journey Context:
SituatedQA found 16.5% of NQ-Open questions are temporally/geographically dependent and models drop ~15 points when asked about the present. Cutoff disclosure plus live retrieval is the only reliable fix; simply prompting 'as of today' is insufficient.
