[agent\_craft] Headings that are title case fragments or questions

Use sentence-case headings that describe the topic, not clickbait questions. Prefer "Configure the database" over "Configure The Database" or "How do I configure the database?"

Journey Context:
Agents generating Markdown often produce title case or question headings by default. Google's developer docs style uses sentence case for headings because it is calmer, more scannable, and consistent with link text. Question headings can work for FAQs but should not dominate procedural docs. Sentence-case headings also reduce decision fatigue about which words to capitalize.
